LEGISLATION UPDATE: Workers (Predictable Terms and Conditions) Act 2023 Shelved

It has been confirmed that the Workers (Predictable Terms and Conditions) Act 2023 will not be implemented this autumn, as originally planned. The Act was designed to give workers with irregular hours the ability to request more predictable working arrangements, including set days and times, the number of hours worked, and contract duration. After receiving Royal Assent in September 2023, Acas even released a draft Code of Practice on managing such requests, but the concept has been pick up in the Employment Rights Bill.   

The Employment Rights Bill includes provisions to reflect the commitment to banning exploitative zero hours contracts and provides a right for workers to a contract that reflects the hours actually worked over the previous 12-week reference period and some protections from last minute cancellations or curtailments of shifts.
